The Policy Analysis Centre was created in 1995 by three leading public policy economists; Dr Greg Clark from the Business Performance Group at the London School of Economics and Political Science (LSE) and formerly with the Boston Consulting Group; Tony Hockley, who had been working as an economic adviser at the Civil Aviation Authority, and previously policy assistant to the Leader of the Social Democratic Party; and Iain Smedley from the Policy Unit at the Insitute of Directors. The three founders brought a complementary range of expertise in public policy that enabled the PAC to offer research and analysis to a wide variety of clients.
The Director
Shortly after the creation of the Policy Analysis Centre Tony Hockley was appointed as Special Adviser to the Secretary of State for Health. After a spell in both Government and industry he returned to the Policy Analysis Centre in 2001 to become its
Director.
